and 1700 minus 1300 is EUR 400 which is what *our* system shows
(4000-3600 also = EUR 400)

yes.

ok with that confirmation, i am happy to lift the freeze on RFPs.
i will write up the report to NLnet shortly: it will be in a bit as
i am just going over 770 817 and 812.  these are all "manual"
RFPs, complicating Auditing verifiability.  (i have made notes
in each bugreport).
