[libre-riscv-dev] conversation with michiel from nlnet

i just had an "update" conversation with michiel from NLNet, to
discuss progress and ideas.  he said that he would be more than happy
to look at some extra proposals:

* a *new* proposal for turning the amdgpu vulkan driver code into a
Libre RISC-V one.  this in *addition* to the existing Kazan Project.

* a collaboration (which is under discussion) with lip6.fr, to be
started (roughly) after their current 350nm mini-RISCV ASIC, to help
us to do the layout in coriolis2.

* *another* collaboration with staf on a project called chips4makers -
 https://www.chips4makers.io/blog - where he will do improvements to
NSXLIB and OpenRAM to make them suitable for scaling from 180nm right
the way to 28nm, and to do GPIO pads as well.  this is the "level
below" lip6.fr.

basically they really want to support us and see this project succeed,
which is really nice.
