[libre-riscv-dev] re-using the FP pipelines for INT

jacob i like the idea of using the FP pipelines for early-in and
early-out: the muxid can protect "out" already (still have to work out
"in"). however i feel it is a task best tackled "as a block" so to
speak, rather than one by one, or trying to design one of the
pipelines to be early-in/early-out, and not the others.
