 i started with SUBVL this afternoon, as it is "easiest".  it's also a
prerequisite for SVprefix capability.  it required a function which
does one increment per function call of both the subvl element index
and vl element index, quite straightforward.

 by setting SUBVL to 1 i've ensured that no "damage" is done to the
existing unit tests: now comes writing a test that sets SUBVL=2/3/4 to
see what happens :)
