sigh so the last time i got side tracked into SV spec details it resulted
in 10+ weeks actually implementing it.

that ended up going well in the end, so luckily there is a good base now on
which to do revisions.

also what is nice, now, there is a budget for it (yay)!

i think it would be a good idea to update and test out the ideas, SUBVL,
VBLOCK, SVPregix, setvl, MV.swizzle, MV.X

I will put some notes into the bugtracker anyway as there are sone things i
do not want to forget.
