After looking through some bugs, I think #1026 is the best bug to put it
under for budget, since, to me, #1026 looks general enough to support
writing any HDL that will be used by our new insns, even if the task itself
isn't the full implement-everything-for-X-insn task. #1026 as already noted
in the top comment will not be covering all ~50 insns listed there due to
funding constraints. #1026 has EUR 5000 left.

#1025 is not suitable to obtain funding from for #1134 despite the EUR 8000
budget because #1025 seems to be only for integrating already existing fp
pipelines into the soc, whereas #1134 is for implementing a new ieee754fpu
pipeline.

I asked luke privately to review #1134 since he likely missed when I asked
on IRC, but our conversation became non-trivial enough that we should be on
the mailing list instead.
