we need to have an EU "business" presence, if we are to apply for EU
funding such as this:

a way to achieve that is to apply for Estonian E-residency, and
establish a business online, there.  by making sure that Estonia
directly financially benefits, the country is happy to put a sovereign
stamp on things.
