I made first version of the rslatches for nsxlib. I need help in getting them
through lvs check. I did a merge request on LIP6 gitlab
(https://gitlab.lip6.fr/vlsi-eda/alliance-check-toolkit/merge_requests/4). I
propose to discuss it further in that merge request.
