bctar bcctr and bclr need to be added as unit tests.  bclr fails at the moment:

  File "fu/branch/test/test_pipe_caller.py", line 208, in assert_outputs
    self.assertEqual(branch_taken, sim_branch_taken, code)
AssertionError: 1 != False : bclr 0, 5, 0
