fantastic, i thought it did.

now, can you (or anyone) remember why or how #132 got a budget
assigned to it of EUR 1000?  it seems rather high

and we're *not permitted* to arbitrarily change those numbers without
consulting NLNet (who in turn have to explain it to the Independent
Financial Auditors during a review, which costs a lot of money).

now - and i appreciate this is manually done - what we can do is
SUBTRACT an amount from a top-level issue and assign that EXACT amount
to a sub-task.

we must NOT simply "make up a budget amount and throw it into an issue".

so, was the amount in #132 *subtracted* from #72?  i.e. was it EUR
4000 prior to #132 being created and it *stayed* at EUR 4000, or was
it EUR 5000 prior to #132 being created and it was *changed* to EUR
4000 after a budget of EUR 1000 was assigned to #132?
