[libre-riscv-dev] PowerISA, NLNet grants

I've read the latest crowdsupply article about PowerISA and the NLNet 
grants. I plan to invest much more time into this project than I did 
last year. My living costs are less than 2000 EUR per month here in 
Hamburg, Germany. I have begun reading the PowerISA spec last weekend 
and this weekend I will continue reading the spec.
