[libre-riscv-dev] sv specs

the sv spec pages were so ridiculously long - a print-to-file was FIFTY A4
pages - i decided to cut them into subpages:

the appendix now comes out at a (ridiculous) 31 pages, main spec (only) 17,
vector block format 4, sv previx 13, abridged spec 9.

it's almost an entire book!  and, actually, because of that, worth selling
online :)
