[libre-riscv-dev] div/mod algorithm written in python

I added the DivPipeCoreSetupStage class, which is the translation for
the constructor of FixedUDivRemSqrtRSqrt. I'm not sure how setup and
process are supposed to be defined, so they currently raise
NotImplementedError
