[libre-riscv-dev] NLNet LIP6.fr / Coriolis2 Grant approved

good news, one of the new NLNet grants - the one to work with LIP6.fr
has been approved.  this one is for the ASIC layout. i'll speak with
staf because it's highly likely that, in conjunction with this one,
his one (which is for the cell library) will also be approved.

there is a lot to do: the tasks need to be written up and incorporated
into a MoU.
