[libre-riscv-dev] getting important: need to create the project plan, involves estimating times for tasks (and creating them)

we *need* to focus on creating the project plan.  i cannot do this on
my own, without help.

the sub-tasks need to be properly written into the bugtracker,
dependencies created, and time estimates put in on each.  that will
give us a rough estimate of the budget to allocate to each sub-task.

this will allow us to put in the project plan, which will result in
the MoU being sent to us, which will be approved, which will result in
receiving funding.

summary: the project plan is a critical step to receiving funding!

jacob, in particular, can you subdivide the Kazan milestone into
individual sub-projects (of suitable size), and put in some rough
estimates (number of hours for each).

we don't have to go completely mad, however bear in mind that NLnet
*only* pay on *completion* of any one Milestone.

yes it may be difficult to estimate, i will be talking to michiel
shortly about this.
