[Libre-soc-dev] binutils grant decoupling

Luke, thank you for introducing a new milestone and assigning the tasks here!
I've applied a few minor updates to
https://libre-soc.org/nlnet_2024_ppc_svp64_autogen/, hopefully this
should be fine now.
What should be the next step? I lack any idea how to submit this to
NLnet, your help is much appreciated.

P.S. Luke, if it's not hard to change it, could we name the milestone
somewhat binutils-agnostic?
I'd like to stress the fact that we create a universal tool set, it
just happens that we choose binutils as the most suitable candidate
for it.
The stuff is called "PPC and SVP64 assembly/disassembly code
generation"; better naming is welcome!
