[Libre-soc-dev] Errors caught in budget-sync output

Hello,

Before attempting to update the Financial Records of bug #1070, I 
thought it better to run budget-sync first, and it did catch a bunch of 
errors.

I'd better defer updating the Financial Records while this is not resolved.
