while we're designing new svshape instructions, we should also think about
register arguments (GPR and/or VL) so we can set dynamic x/y/z dimensions
and/or dynamic offsets (some reasonable selection of those, in particular we
need some kind of dynamic offset for bigint shifts of more than 64-bit, and
dynamic x dimension would be really useful for parallel prefix-sum and parallel
reduction).
