Uploaded initial binutils-gdb-install script:

I have run this in Raptor Talos Power server and it builds and installs
successfully.
Checked the installed binaries with plain invocation.

By hand ran in my x86_64 machine it builds and installs fine. And binaries
work.
Have to run the script and see if it passes.

Both plain 'as' and 'powerpc64le-linux-gnu-as' show '-mlibresoc' option for
PowerPC in both host machines x86_64 and powerpc64le.

Kindly review and give feedback.
