After talking it over in today's virtual coffee meeting, we agreed that we
should work on finishing the existing design, and leave improvements for later.

I do think that having just the XLEN global idea will save us a huge amount of
time, so I'm going to try to build a version with just that added, and leave
the rest mostly unmodified.
