I think a simpler way to phrase the question in comment 106 is: why would the
remapper (decompressor?) care whether the bits coming from the 16-bit
"immediate" half-word are shuffled into parts of the decompressed insn that the
decoder proper will interpret as part of an immediate field, rather than a
register field, or even an extended opcode field?
