  At face value, it's real meaning is "there is not enough area in
  the core to place all the cells" (it's contrived). So increasing
  the size value is the right move.

  Or, more viciously, there is a previous placement that is lurking
  and has been wrongly taken into account and cause the density
  calculations to fail.
    To avoid that, systematically remove any "ap" file before
  (re)P&R a design.
