in comment 159, I asked what mode branch targets had to be in

we have to keep in mind that bl will eventually make the next insn a branch
target for blr, so the insn after bl also has to satisfy the properties of
branch targets.  therefore branch-and-link doesn't need for M or N ever: the
(statically) next insn must be in uncompressed mode.

we also have to look into the implications of what the linker may have to
change, both in the b-and-l and in the next insn, to see whether our bl insn
can be successfully modified by the linker, if it needs to do that
