comment 159, on branch insns, was unrelated to the ongoing discussion, FWIW

having the return-to-compressed override is bad IMHO

if one bit must prevail, it had better be one that gets the next insn decoded
the same whether you got to the 10-bit in by falling-through or jumping to the
10-bit insn

this speaks against trapping, too, unless you want to trap because it's an
unintended fallthrough.  yuck
