[libre-riscv-dev] Building Docker Containers

We really need to start building docker containers for our setups. Not saying we have to develop in docker, but be can use it as a checkpoint reference.

With my experience in software development, it can be easy to forget how you set something up if it goes unused.

Especially setting up GCCPPC which is kinda tricky - I’m quite good and fast at doing Docker - so I might be able to squeeze this in if anybody has any workflow checkpoints they’d like me to freeze.
