[libre-riscv-dev] Git mirroring

I added git mirrors for ieee754fpu.git and soc.git on debian salsa:

https://salsa.debian.org/Kazan-team/libreriscv-ieee754fpu
https://salsa.debian.org/Kazan-team/libreriscv-soc

Since GitLab CE doesn't yet support pull mirroring, I set up a cron
job on jacob-build-server that syncs every minute.
