[libre-riscv-dev] changing bugzilla product name

I changed bugzilla's product name from "Libre Shakti M-Class" to
"Libre-SOC's first SoC" as well as changing the descriptions for it and the
"Specification" component.

What we are working has evolved to the point that Libre Shakti M-Class is a
confusing name that doesn't really apply anymore.
