[libre-riscv-dev] EU digital self-sufficiency talk

Hi,

I read today that there's talk about EU's digital self sufficiency, and
it's likely there will be funding in the next 2021-2027 budget period.
That sounds encouraging for a project such as this. Would be good for
nlnet/etc to ping their EU contacts, making sure that a CPU design is
kept in mind just like web browsers and Linux distros.
