hm odd.  i really need to run through this as well.

so there was a reason why we started with debian/9.  sigh.

the issue is that if you start with debian/9 it doesn't have an advanced-enough
version of python 3 to get underway with nmigen in the same system.  i gave
serious consideration to scripting a from-scratch source-build of python 3
(which is what you need to do if installing pypy3, which we did a few months
ago).
