yes good call.  i have branch-decision execution working (6 months ago), it
needs a proper decision system.

i really liked the BOOM algorithm, it should be in here:
https://www2.eecs.berkeley.edu/Pubs/TechRpts/2018/EECS-2018-151.pdf

the reason it was good was because it adapted very quickly yet got things
right a lot.
