yesterday:

* started on running some of microwatt test binaries.
* added in OP_ATTN, OP_NOP and OP_ILLEGAL
* added ability to halt both the simulator and hardware.

today:

* resolving miscommunications with whitequark (with thanks and much
respect for her tolerance and patience)
* tracking down an issue with test_issuer's FSM - adding OP_NOP
support and halting has changed its behaviour
