[libre-riscv-dev] Introduction

For all of the CLI things i need linux i just use Windows Subsystem for
Linux - WSL for short.
I have Ubuntu 18.04 on another drive when i need a full OS(which is almost
never). Only reason i use windows as daily driver is cuz games :P and
Office suite cuz school.
A wsl works quite well, and i have all the tools on it working. Yosys,
icarus and verilator are all working correctly. Its all i would need in
linux OS and thats terminal. Its using Ubuntu core so installing any
package or lib is super easy.
So no need to worry about it :)
