[libre-riscv-dev] working on partitioned multiplier

apologies for being quiet, i'm doing a series of code-morphs (20+
commits a day) where the target(s) are:

* to keep the partitioned multiplier unit tests running at all times
* to end up with some code that conforms to the Stage API
* to break down the multiplier code into "layout and readability
friendly" blocks.

it's progressing slowly.  the result will be that the partitioned
multiplier will be able, for example, to use the new transparent latch
system which shortens and lengthens the actual pipeline under user
control.
