[libre-riscv-dev] pipeline sync issues

i have a hunch that the semantics of SyncFIFO are exactly what is
needed, so i am going to do a quick experiment, creating a wrapper
around SyncFIFO that fits with PrevControl / NextControl.

if it works i will fall off my chair.  luckily it's only 9in high.
